The glass envelope contains a poor quality vacuum, hence there is residual gas heated by incident radiation. The metal vane surfaces are heated by radiation and interact with the gas imparting motion to the vanes. The vanes are NOT driven by radiation pressure.
This particular model is unusual in that it has three different moving sections, one moving in the opposite direction to the other two.
