Appears to be parts for a water-cooled dummy load. A resistor, carbon film on ceramic tube, is held between two circular sets of finger stock. Water flows through and around the resistor.

Although such a resistor with air colloing would only be capable of 100W dissipation, with water it would possibly be capable of dissipating 10 kW for short periods. The water would have to be de-ionised and checked regularly for low conductivity.

Probably spare parts for TV artificial aerial #1000.
