This is an atomiser. The bulb is squeezed, and sprays a fine mist into the operator's mouth.
When the bulb is squeezed, it blows a high speed jet of air across the tip of a venturi tube. The reduced pressure raises liquid up the venturi from thepool of liquid in the glass body of the atomiser. This liquid breaks up into fine droplets in the air jet, and is carried down the exit tube to the mouth.
